General Information
Digital Transformation Support Pilot Programme (DTSPP) was launched to provide SMEs with funding support on a 1:1 matching basis in order to assist SMEs in applying ready-to-use basic digital solutions.
The Programme aims to achieve the objective of expediting the pace of digital transformation of SMEs by providing funding support on a 1:1 matching basis to SMEs in adopting readily available digital solutions in targeted solution categories.

The maximum funding support period of subscription-based solutions is up to 2 years.

The funding support provided can be used to cover a wide range of expenses related to digital transformation including new equipment, hardware, software, and any other assets purchased with the funding support under the Programme.
Both the basic package and optional features shall be fixed with pricing to avoid any ambiguity or confusion to funding support applicants.
For non-subscription-based solutions, the price of the basic package shall not exceed HK$100,000.
For subscription-based solutions, the fixed price shall be on a monthly basis and the 24-month subscription fee of the basic package shall not exceed HK$100,000.

An initial payment of 50% of the approved funding support will be paid to the solution provider upon the funding applicant’s confirmation of the Solution Deployment and provision of satisfactory evidence (e.g. Invoice and Payment Receipt issued by the Solution Provider) through the Programme’s website within 6 months after approval of the application and any other relevant supporting documents may be requested to the satisfaction of HKCMCL; and
After 6 months from the approval of the application, the remaining amount of the approved funding support will be paid to the solution provider upon approval by HKCMCL of the final report required and provision of any other relevant supporting documents which may be requested by HKCMCL.
Funding applicants must apply for first funding disbursement upon confirmation of the solution deployment within 6 months after the approval of the application. A copy of the invoice and payment receipt in relation to the payment of the adopted solution duly issued by the solution provider (note: The name of the payer on the invoice and the payment receipt must match the applicant’s name specified in the application) is required.
The invoice must contain the following information:
(i) Issue Date, (ii) Name of Solution Provider, (iii) Company Chop of Solution Provider, (iv) Invoice Reference Number, (v) Name of Funding Applicant, (vi) Solution Name, (vii) Solution Cost
The payment receipt must contain the following information:
(i) Issue Date, (ii) Name of Solution Provider, (iii) Company Chop of Solution Provider, (iv) Invoice Reference Number, (v) Name of Funding Applicant, (vi) Amount Received
Solution Provider
Solution providers should register a solution provider account at the DTSPP website (https://dtspp.cyberport.hk/sp-register). After account registration, solution providers can use the following link (https://dtspp.cyberport.hk/solution-enrolment-form/) to proceed solution enrolment.
Each solution provider can enrol maximum 1 solution in each solution category for each industry sector.
A solution package may include at most two optional features for funding applicants of the Programme to choose.

Solution providers will be listed on the Solution List for SMEs’ selection after the solution packages are vetted and approved.
Solution providers can withdraw their applications prior to approval process. After application withdrawal, the solution provider may submit a new enrolment again in that solution category if the relevant enrolment batch is still open for application.

The solution providers will be notified by email. Solution providers might check their spam/junk mail folder to identify any email from HKCMCL.
Solution providers can also log in to the online portal with their account and One-Time Password to view the submitted information and latest status.
If the cost of the adopted solution has been reduced at any time or for any reason, such that the approved funding support amount reaches more than half of the total cost of the adopted solution, the approved funding support amount may be adjusted downward. However, if the actual cost increases after the approval, the approved funding support amount will remain unchanged.
Both the basic package and optional features should be provided with a fixed price to avoid ambiguity or confusion to funding support applicants. If the cost of the adopted solution has been increased at any time or for any reason, the amount of the approved funding support shall remain unchanged.
The actual processing time will depend on the number of applications received at the time, the clarity of the information provided, etc. A solution provider will be notified with enrolment results within 2 months after receiving full information from the solution providers. Solution providers can check the application status on the Programme’s website through their unique enrolment numbers.
Funding Support Applicants

DTSPP targets to the company with substantial business operation in Food and Beverage, Retail (excluding Food and Beverage), Toruism or Personal Services industry sectors.

Applicants have to register a funding applicant account at the Programme’s website. Applicants can then identify the solution they wish to adopt in the Solution List and approach the solution provider direct, to understand the functionality of the solution and determine the feasibility of the solutions. Applicants shall click the “Enquire” button in the DTSPP website to obtain the confirmation of the solution providers, ensuring they can offer the solution package to the applicants. Upon receipt of the solution providers’ confirmation, the applicants can continue completing the online application form.
Each application can only select 1 solution package.
Applicants will be notified by SMS message and by email. Applicants can also check the status on the Programme’s website through the assigned application number.
Applicants who have already submitted an application and are awaiting approval, are not permitted to submit another application before their original application has been rejected or withdrawn.
Applicants may withdraw their applications prior to approval process. After application withdrawal, an applicant may submit a new application again if the relevant application batch is still open for application.
Funding applicants may apply for the Programme if the technology solution they apply for is not currently in use.
